Initially, the authors had intended to undertake studies of seven countries, but this intention was abandoned in order to meet a reduced budget, to keep the findings to a manageable size and to ensure early results (p. 3).
In the case of Mauritius, there is an additional discrete chapter dealing with the importance of its international financial services industry to the Mauritian economy (Chapter 7).
