Table 1. Questions that senior user managers need to ask and act upon

Do we need this new system? Will it deliver service benefits?
 
What is the underlying mindset driving the project? Is it an IT project? Or is it about changing working practices and processes to improve service delivery? Are we using an appropriate mindset to guide this project?
 
Have we included consideration of all the key issues in the project? Have we included the design of working practices, processes, jobs and roles, skills and competences? When and how do we plan to do this?
 
Does the project team include all the necessary skills and expertise? Which, if any, are missing?
 
Who owns and leads the project? Is it owned and led by IT specialists? Or by the end users? What are the roles of the end users?
 
Is the project being 'pushed' at the end users? Or are they 'pulling it' into their work?
 
What is driving the project team? What counts as success for them? What performance metrics are they driven and measured by? Do these reward and support the behaviours and outcomes we require?
 
Have we learned the lessons from elsewhere?
 
What are the risks of continuing as we are? What do we need to change?
