Uncollaborative planning? implications for the spatial economic development of congested communities

Abstract

This paper draws on empirical research undertaken into the planning process underlying selected major developments in the context of a congested community where the planning goal is to restrict major new development. The paper utilises recent developments in planning theory and in game theory to explore their potential contribution to enhancing understanding of behaviour and decision making in the planning process. These theoretical frameworks can provide a valuable insight into the behaviour of key actors in the planning process. Such improved behavioural knowledge will assist in the formulation of effective modelling of the distinctive behaviours of the different cultural communities integral to the planning and development processes. In turn such models can assist those responsible for policy making and implementation to achieve intended policy goals with respect to the emerging spatial development pattern.
